In those districts of urban areas in which urban areas have already been formed or for which urbanization is scheduled, the construction of facilities such as roads, rivers, parks, green zones, waterways, sewer systems and so forth will be promoted that are required for the formation of a favorable living environment based on a plan implemented in integrated form with the Culture and Scientific Research Districts. In addition, the providing of facilities around train stations along with urban functions that support the Culture and Scientific Research Districts will also be promoted accompanying new development.

In agricultural utilization districts that contain favorable farmland or are suited for use as farmland, an effort will be made to prevent invasive urbanization while ensuring an accurate understanding of the intentions of farmers in order to provide and maintain those districts in the form of suburban agricultural districts that offer a favorable living environment.

In green districts, efforts will be made to preserve and utilize the natural environment in a manner suitable for a science city. Forests will be provided and maintained for the purpose of allowing them to effectively demonstrate functions such as preserving the land and maintaining and forming a living environment.
