In the evening on 25th Nov. 2013, a welcome reception was hosted by the IMO Secretary-General for participants to the twenty-eighth session of the Assembly. Senior Vice-Minister Kotaro Nogami attended the reception as a Head of Delegation of Japan and exchanged views with several ministers.
