Hokkaido Bundled 7 Airport Concession Project will Commence in 2020
~Toward further tourism promotion across Hokkaido~

MLIT has decided to outsource the operation of 4 national airports to the private sector from 2020, and has developed its “Implementation Policy” which sets forth the outline of the project etc. MLIT along with Asahikawa, Obihiro and Hokkaido aims to promote utilization and improve services of the 7 airportsin the bundled project by making full use of the private-sector know-how
※National airport(New Chitose, Wakkanai, Hakodate), Specific municipal airport(Asahikawa, Obihiro), Municipal airport(Memanbetsu)
The bundled concession project is an unprecedented effort by MLIT, Asahikawa, Obihiro and Hokkaido to jointly outsource the 7 airports in Hokkaido to the private sector.

1.Outline of the Implementation Policy

・Duration of project:30 years(Maximum 35 years including expansions due to force majeure etc.)
・Scope of business:Operation of the airports etc., operation of terminal buildings and car parking facilities etc.
・Project structure:The State shall select an operator through public offering.
                              The operator will integrate operations of the runways and the terminal buildings etc.
                              The State shall set the right to operate public facilities and receive the concession fees from the operator
                              ※The operator will operate Asahikawa Airport, Obihiro Airport and Memanbetsu Airport in addition to the operation of 4 National airports

2.Joint briefing of the Implementation Policy

A joint briefing of the Implementation Policy regarding the Hokkaido 7 bundled airport concession project will be held on Thursday, 5 April 2018, to be jointly hosted by MLIT, Asahikawa, Obihiro and Hokkaido. Please refer to the Exhibit for details of the briefing and its rules for participation. 3.Acceptance of opinions of the Implementation Policy

We will accept opinions on the Implementation Policy during the period from 17:00 Thursday, 5 April to 15:00 Friday, 20 April. As to the submission method etc., please refer to the Exhibit.

4.Future schedule(tentative)

・Around April 2018      Official announcement of Application Guidelines etc.
・Around July 2019        Selection of first refusal right holders

・Around January 2020  Commencement of terminal building operations at all 7 airports
