Parliamentary Vice-Minister Nakahara’s visit to the Socialist Republic of Viet Nam

Yaichi Nakahara, Parliamentary Vice-Minister of Land, Infrastructure, Transport and Tourism (MLIT) visited the Socialist Republic of Viet Nam from March 7 to 8. He had conversations with government dignitaries of Viet Nam and shared the recognition on further cooperation between both countries in soft infrastructure, and concluded a memorandum on cooperation in development of the national technical standards for port and harbor facilities. He also hosted the “High Level Seminar on Soft Infrastructure for Development of Safe and Efficient Transport Network”.

1. Conversation with Mr. Dinh La Thang, Minister of Transport

They shared the recognition on the significance of development of soft infrastructure such as administrations/operations and technical standards/safety regulations towards the development of transportation networks, and close partnership for expanding cooperation between Viet Nam and Japan in this field.

2. Conversation with Mr. Nguyen Ngoc Dong, Deputy Minister of Transport

(1) Cooperation towards development of soft infrastructure
They shared the recognition on further cooperation as follows:
a) To enhance the exchange of information in order to have common recognition between corresponding departments/bureaus of both ministries in the field of maritime transportation in regard to developing soft infrastructures in individual sectors such as ports, ships, navigational safety, and to expand further cooperation
b) To expand the exchange of information in order to promote the development of the soft infrastructure in Viet Nam in the other fields of transportation
c) To commence the exchange of information concerning new trends in soft infrastructure

(2) Conclusion of a Memorandum
Parliamentary Vice-Minister Nakahara and Deputy Minister Nguyen Ngoc Dong signed on the memorandum. This memorandum was for the cooperation in the development of the new national technical standards for design, supervision and maintenance of port and harbour facilities of Viet Nam. This is the first memorandum for MLIT concluded with a foreign government in the field of port and harbor for the purpose of development of national technical standards.

3. High Level Seminar (co-hosted with Ministry of Transport of Viet Nam)

Parliamentary Vice-Minister Nakahara and Deputy Minister Nguyen Ngoc Dong, and about 250 participants from government and private sectors of Viet Nam and Japan took part in the seminar. The seminar was held aiming to share the experiences concerning the development of soft infrastructure of Japan and promote cooperation between Viet Nam and Japan in developing soft infrastructure towards development of safe and efficient transportation network of Viet Nam.
