OECD

1. Cooperate development and affiliate country

(1) As a European institution for Marshall Plan, OECD was formed in 1948. With the recovery of European Economy, free market economy / Japan became a member of OECD in 1964. With the recovery of European Economy, OECD was founded to promote for development of free market economic block include the United States and Canada in 1961 and 20 affiliated countries in sum total.
(2) Affiliate countries are as follows
Founding nations: France, Germany, Italy, Belgium, the Netherlands, Luxembourg, Austria, Switzerland, Denmark, Iceland, Ireland, Norway, Sweden, Portugal, Spain, Greece, Turkey, England, U.S.A., and Canada
Participating nations: Japan(1964)、Finland(1969), Australia(1971)、New Zealand(1973)、Mexico(1994)、Czech(1995)、Hungary(1996)、Poland(1996)、South Korea(1996)、Slovakia(2000)

2. Aim and function

(1) The goal of the OECD / next three points
  1. Economic growth: maximum economic growth, employment, improving living standards
  2. Development: sound economic enlargement of affiliate and nonmember nations under the process of economic development
  3. Trade: enlargement of versatile and indiscriminate global trade
(2) The OECD as a group of liberal economic policy in the advanced industrialized countries, it features the field of economics and society and representatives of the member countries engage in free discussion with advanced use of problem analysis. The OECD is trying to share common perceptions through the exchange of opinions and information. In addition, as a general rule, the decision-making should be unanimous.

3. Organization and institution

(1) Administrative board / Highest organ of the OECD
  • Council at the Ministerial Level
  • Standing representatives of affiliate countries in Paris participates at the normal Council
(2) Executive board / New executive board
  • Executive Committee supports the Council and executes decisions. Representatives of affiliate countries in Paris attend the Committee (Our country: Minister of the representative office)
  • Executive Committee on Special Sessions discuss major problems from the overall viewpoint of the Vice-Ministerial level
(3) Committee/ related organizations
  • Committee: economic policy, economic and development, international multilateral investment business enterprise, insurance, tax, agriculture, education, science and technological policy
  • (Relation of the Ministry of land, Infrastructure, Transport and Tourism: marine transport council, Committee on Tourism, environmental policy council, shipbuilding council, regional development policy committee)

(4) Secretariat

Executive secretary sums up the secretariat and organizes a committee of specialists about the economy, statistics, law and science. The secretariat divides the work and does the office work.

4. Relations Board and research group

[The Maritime Commission]

30 Affiliate countries and the EU participate and hold meetings twice a year.
The Maritime Commission operates a free and fair international maritime market through discussions about maritime policy based on "the principle of the free shipping" among developed countries.
In recent years, the Maritime Commission promotes actions for the liberalization of marine transport through the workshop with nonmember nations and has discussions about environmental concern and safety measures for substandard ships and anti-terrorism policy in the maritime sector.
Our country has participated in the Maritime Commission as a world-class nautical nation and was elected as the chair in 1998 and has helped with the workshop about policy dialogue which was held in Kobe in 1999.


[The Shipbuilding Council]

The Shipbuilding Council was put into place as a research group under the direct control of administrative board for making a breakthrough from the serious state of shipbuilding industry in May 1966. It is the only council for the multicultural negotiations on policy adjustments to discuss the shipbuilding industry and promote the normalization of tonnage value, stabilize the supply and demand, discuss fair conditions and have a dialog with budding shipbuilding countries.

Although the negotiations had worked to conclude a new shipbuilding agreement system, from December 2002, because of the specificity of nautical trading the function of the WTO framework didn't work well and failed to reach a consensus over some parts of the arrangement. The negotiation was stopped on September 2005.
From July 2006, concerned countries will move to share activity costs among OECD member nations.


(Involvement)

Our country has participated, since the inception of the Shipbuilding Council, as a major shipbuilding country.


[The Committee on Tourism]

The Board of Sightseeing was created to work for the liberalization of international tourism, the role of Board of Tourism and tourism statistics in 1961. Also it was established for vitalizing international tourism in 1961.
Board of Sightseeing holds meetings twice a year with all affiliate countries of the OECD and observers from the UNWTO. Recently, the 80th meeting was held in November 2007 in Paris and the 81st meeting in April 2008, and in October 2008, "the 82nd high-level meeting of Committee on Tourism (at the Vice-Ministerial level)" will be held in Paris.


(Involvement)

The Committee on Tourism is a place for rare opportunity to exchange opinions and information about tourism policies with non-UNWTO members such as the United States and Scandinavian countries. In recent years, our country assumes the Vice-chairman position at the meeting and every year we send delegations and participate positively in the discussion. In recent years, we have promoted the "Visit Japan Campaign" and have committed to take valuable advice from tourism nations for the project. Also we are planning to hold a forum about tourism statistics in Paris in November 2008.



[JTRC (the Joint Transport Research Centre)]

Integrated as the ECMT, predecessor of the ITF's economic research section and Railway Technical Research Institute and established JTRC (OECD/ECMT) (at that time) in January 2004. With a central focus on land traffic, JTRC does research on traffic safety, security and environment.
The JTRC's business plan is formulated on a 3-year basis. Now on a 3-year basis from January 2007 to December 2009 and 25 investigative researches are in operation. Every year, the result is reported to ITF cabinet administrative board and the administrative board of the OECD.
