Introduction to coastal measures

  Promotion of disaster prevention measures for urban area coasts (major Heisei Era refurbishments)
  To protect coasts in the urban areas where large numbers of citizens and substantial property are concentrated from storm surge and other disasters, the Ports and Harbours Bureau promotes full-scale refurbishment of all coastal protection facilities suffering marked deterioration, and implements facility upgrades such as the strengthening of earthquake-proof structures.
  In coastal areas of cities with heavily concentrated populations and assets, disasters such as the Typhoon Ise Bay in 1959 provided opportunities to intensively build coastal protection facilities. Some facilities are more than 40 years old, many have become obsolete, and inadequate crest heights caused by subsidence or similar problems and deterioration of facility functions because of structural instability from scouring and other actions can be noted. Each of these factors has increased the need for investment for renovation of sluices and pumping station. Consequently, in the future the bureau will urgently and emphatically carry out full-scale improvements and earthquake-proof strengthening of facilities that have deteriorated markedly, and promote facilities upgrades such as automation of sluices and in-land locks and intensive monitoring and control.

  The bureau will take advantage of the Hanshin-Awaji (Kobe) Earthquake to implement earthquake-proofing and anti-liquefaction measures for coastal protection facilities in urban areas. On coasts in urban areas where industrial and commercial facilities or housing are concentrated, the bureau will implement urban coast upgrade projects to ensure safety, including consideration of coastal protection facility earthquake resistance, and create coasts that harmonize background land uses and urban resident uses.

  To ensure effective shore protection in regions such as Japan's three major bays, where sea and land traffic are heavily congested, the bureau will implement works to upgrade coastal protection facility disaster prevention functions, by converting facilities such as sluices and in-land locks to remote-control operation.
