| Recycling technology guidelines
for harbor and airport construction and maintenance |

The construction industry consumes
as construction materials approximately 40% of all resources used in Japan.
On the other hand, about 30% of the final disposal volume of all industrial
waste is disposed of as construction waste. In addition, along with the
renewal of Japan's housing stock and infrastructure in the future, the quantity
of discarded construction by-products is expected to increase, and furthermore,
the percentage of resource recycling accounted for by the construction industry,
including construction industry utilization of recycled resources for which
other industries' waste products are a raw material, is expected to become
even higher.
It can be said that when a recycling society economic system
is created in Japan, the obligations of the construction industry will be
quite heavy. Therefore it will be indispensable for the construction industry
to take a leadership role for promotion of recycling.
The bureau is implementing recycling-type projects at ports,
harbors, airports and other locations, including the effective use of dredged
soil, the recycling and reuse of removed pavement materials, and receipt
of slag. In addition, the bureau is promoting the technological development
necessary for these measures, and is achieving the required results.
On the other hand, in recent years efforts aimed at the formation
of a recycling society have been studied keenly from various perspectives,
and promotion of recycling of various materials is needed. Consequently,
in April 2000 the bureau established the Ports, Harbours and Airports Recycling
Promotion Council, with the goal of strengthening close cooperation among
concerned parties at ports, harbors and airports and promoting further recycling.
The Council currently is pursuing continuous, effective efforts, while continuing
to address various related agendas such as the status of progress towards
recycling and the trends in related laws, systems and projects. |
