The Ministry of Land, Infrastructure and Transport (MLIT) Citizens' Protection Plan (Unofficial Traslation)
October, 2005

   Based on Article 33 of the Citizens' Protection Law, in October, 2005, MLIT drafted the MLIT Citizens' Protection Plan. As in the past MLIT will implement all possible measures to develop an armed attack response systems to ensure the protection of Japan's citizens.

(Outline of the Plan)

  1.  Standing Preparedness
 
      Establishment of a standing "MLIT Emergency Liaison and Coordination Committee," development of information collection and liaison systems
      Full awareness of transport capabilities of designated public bodies being the local public authorities that are transport administrators, support of information provision and liaison and coordination activities to facilitate conclusion of agreements
      Development of systems and providing materials and equipment for emergency repairs or reconstruction of facilities under MLIT control

  2.  Responses to Armed Attack
  (1) Establishment of an Action Framework
      Establishment of the "MILT Armed Attack Response Headquarters" headed by the Minister of Land, Infrastructure and Technology.

(2) Evacuation and Relief Measures
      Issue and transmission of alerts and evacuation directives to designated public bodies and aircraft crew.
      Construction support for temporary emergency housing upon request from metropolitan and prefectural Governors.
      Requests to managers of facilities vital to daily lives under MLIT control (railway stations, ports and harbors, airports, dams) to implement measures to ensure safety where danger is imminent or where emergency response over a wide geographical area is required.
      Where these facilities are damaged by an armed attack, issue of instructions, advice, materials and equipment and personnel dispatch to prevent further damage.

(3) Securing Transportation
      Requests as necessary for transport of emergency supplies to designated public bodies that are transport administrators.
      Liaison and coordination support with designated public bodies that are transport administrators upon request from local public authorities.
      Support in securing aircraft, vessels, airfields and port and harbor facilities as required for evacuation of residents from Okinawa Prefecture and other remote islands.

(4) Emergency Repairs, Reconstruction, etc.
      Appropriate management of waterways control facilities, roads, port and harbor facilities and airfields to ensure they are fully functional.
      Strengthening of monitoring to prevent unlawful or improper transport and price gouging
      Implementation of measures required for emergency repairs or reconstruction of roads, port and harbor facilities, airfields and railways.

  3.  Items Required to Implement Emergency Protection Measures
 
   Establishment of the "MLIT Emergency Response Headquarters" headed by the Minister of Land, Infrastructure and Technology.
