Chapter 2 Standing Preparedness

Section 1 Development of Action Systems

 1.  Establishment of the MLIT Emergency Liaison and Coordination Committee
 
   To implement citizens' protection and emergency measures over which it has authority, MLIT will establish the MLIT Emergency Liaison and Coordination Committee as a permanent liaison and coordination body to improve communications and coordination within the MLIT.
   The organization and operation of the MLIT Emergency Liaison and Coordination Committee will be separately determined.

 2.  Development of Information and Communication Systems
 
(1) Development of Information Collection and Contact Systems
 
   In areas over which it has authority, MLIT will develop a system that designates in advance essential items, such as communication networks, methods and procedures, that enable the prompt collection and collation of information such as indications of an armed attack, the status of citizens' protection measures implementation and damage to facilities under its control.
   MLIT will develop a system that ensures all concerned persons can be contacted even at night, on holiday or when commuting. Further, back up systems such as multiple lines of communication that take into account contingencies, such as the person designated to make contact being incapacitated due to an armed attack, will be developed to ensure there is no breakdown in information collection, collation and contact systems within the ministry.
(2) Development of Communication Systems
 
   In the event of an armed attack, to ensure prompt and accurate communications, in addition to cooperating with concerned bodies, MLIT will develop the required communication systems.
   At the same time as developing the main communication systems, MLIT will develop backup systems that incorporate multiple lines of communication to ensure there is no breakdown in communications even when the main line of communication is damaged or there is a power outage due to an armed attack.
   As a standing citizens' protection measure, regular inspections of vital communication facilities will be performed.

 3.  Development of Emergency Call-Up Systems and Action Systems
 
   MLIT will develop in advance the required procedural systems to respond to an armed attack that set forth items including the emergency call-up of concerned personnel and dispatches to the Prime Minister's office to ensure the prompt implementation of appropriate citizens' protection measures and to raise the awareness of concerned personnel.
   As regards the call-up of concerned personnel, bearing in mind that various means of transport may be disrupted by an armed attack, these systems will clarify in advance alternate travel routes for call-up as well as alternative methods of transport.
   To be prepared for a long term armed attack, MLIT will develop a system to ensure there are backup personnel to replace those originally called up.
   MLIT will develop stockpiling and procurement systems that, in addition to utilizing existing disaster prevention stockpiles, also ensure placement of emergency generators and the fuel to run them in government buildings as well as stockpiling food, drinking water, medicines and other essential supplies.

 4.  Issue of Special Stamps, etc.
 
   Based upon the standards and procedures related to the issue of special stamps and personal identification as set forth by the Government in Article 158.1 of the Citizens' Protection Law, MLIT will determine the required procedures for their issue.

Section 2 Cooperation with Concerned Bodies

   MLIT will develop a permanent system of tie-ups with concerned bodies such as related ministries and agencies, local public authorities and designated public bodies for the implementation of citizens' protection measures and in addition will cooperate as required with local public authorities when they are developing amongst themselves a tie-up system over a wide geographical area.

Section 3 Preparedness to Provide Information to Citizens

   In the event of an armed attack MLIT will develop the systems required to enable it to provide to the citizens in an appropriate and timely manner information such as the status of citizens' protection measures implementation and damage to facilities under its control through methods such as publication in the news media and posting on the MLIT website.
   MLIT will develop the required systems to enable information transmission to aircraft crews.
   When developing information provision systems, MLIT will ensure that information can be communicated to people who require extra support in this area such as the elderly, disabled and foreign nationals.

Section 4 Development of Alert Issue Systems

   Where an alert is issued by the Armed Attack Response Headquarters ("the Government Response Headquarters"), to ensure the prompt and reliable issue and transmission of alerts to the heads of regional bureaus, designated public bodies under its control, aircraft crews and managers of major facilities under its control (defined as managers of facilities used by large numbers of people under Article 48 of the Citizens' Protection Law") MLIT will set forth the required items such as comprehensive contact information, contact methods and contact procedures.

Section 5 Preparedness to Perform Evacuation and Relief Activities

 1.  Development of an Evacuation Directives Issue System
 
   Where evacuation directives are issued by the Government Response Headquarters, to ensure the prompt and reliable issue and transmission of evacuation directives to the heads of regional bureaus, designated public bodies under its control and aircraft crews, MLIT will develop the systems required to respond to the alert issued.

 2.  Preparedness to Provide Support for Evacuation and Relief
 
   Where facilities managed by MLIT have been designated as facilities for evacuation use by a municipal or prefectural Governor, MLIT will develop the systems required to ensure that evacuees are accepted in an appropriate manner.
   MLIT will develop the systems required to ensure that construction of emergency temporary housing progresses smoothly.

Section 6 Preparedness to Secure the Safety of Facilities Under MLIT Control

 1.  Preparedness to Secure the Safety of Facilities Vital to Everyday Life
 
   In addition to cooperating with municipalities, prefectures and facility managers, MLIT will also ensure it is fully aware of the names, locations, managers and contact information of the facilities vital to everyday life under its control. (Facilities vital to everyday life are defined in Article 27 of the government ordinance (Government Ordinance No.275 of 2004.) enacted under the Law Concerning Measures for the Protection of Citizens In Respect of Armed Attack, etc. as those facilities that if not protected are likely to result in great disruption to the daily lives of citizens and major damage to surrounding areas.
   In order to ensure that municipalities and prefectures are fully aware of the status of facilities vital to everyday life within their electorates, based upon the allocation of roles between local and national government, MLIT will increase awareness by providing municipalities and prefectures with the names, locations, managers' details and contact information of these facilities that are known to them.
   In respect of facilities vital to everyday life under its control, taking into account the characteristics of each facility, MLIT will develop "Safety Guidelines" that set forth items such as materials and equipment procurement and patrol methods. As required MLIT will seek the advice of the Fire and Disaster Management Agency, National Police Agency and Japan Coast Guard. In addition after these "Safety Guidelines" are drafted, to ensure that the managers of facilities vital to everyday life under MLIT control are fully aware of them, copies will be provide to the Fire and Disaster Management Agency. Revisions to the "Safety Guidelines" will be handled in the same way.
   Based upon these "Safety Guidelines" MLIT will also set forth the "Implementation Method for the Safety Measures" (Defined as the measures required to ensure the safety of facilities vital to everyday life). When implementing these safety measures MLIT will seek the advice of the National Police Agency, municipal and prefectural Police Departments, the Japan Coast Guard and the head of the Coast Guard Office

 2.  Preparedness to Secure the Safety of Facilities Under MLIT Control Other Than Those Vital to Everyday Life
 
   In respect of facilities other than those vital to everyday life that it manages such as government buildings, MLIT will develop systems that outline the measures required to respond to disasters or accidents resulting from an armed attack, including evacuation directives for the users of the buildings.
   MLIT will request that private passenger transport operators such as rail, bus, aircraft and vessel operators as well as the managers of passenger facilities that are used by the general public develop the systems required so that in the event of a disaster or accident caused by an armed attack, they are prepared for a large influx of evacuees and commuters and for any ensuing chaos or injuries and are also able to accurately and promptly assess the situation and provide appropriate guidance to the passengers.
   In respect of sewage and water treatment facilities, to ensure an alternate system, in addition to the existing prevention measures for natural disasters, MLIT will promote the increased networking of facilities as well as the duplication of major pipelines.

Section 7 Preparedness regarding Transport

   In addition to cooperating with the National Police Agency, Japan Defense Agency, Fire and Disaster Management Agency, Japan Coast Guard and local public authorities and designated public bodies that are transport administrators, at the same time as forming a transport network that incorporates all required land, sea and air transport, MLIT will also develop a comprehensive system that enables active transport of evacuees and emergency supplies through ensuring full awareness of the transport capabilities of designated public bodies being the local public authorities that are transport administrators (status of vehicles, classification of vessels and aircraft according to operator and region).
   In the event of an armed attack, to ensure the smooth transport of emergency personnel and supplies, MLIT will provide instructions and advice to local public authorities and designated public bodies on how to develop implementation systems for this emergency transport and on how to construct cooperative systems between transport operators that also include alternative modes of transport.

 1.  Preparedness to Respond to Transport Requests
 
(1) Preparedness to Respond to Requests for Transport of Emergency Supplies
 
   MLIT will develop systems for designated public bodies that are transport operators to ensure they are ready to transport emergency supplies and also to ensure full awareness of those bodies' contact information so that requests for transport of emergency supplies are smoothly handled.
(2) Preparedness to Support Requests for Transport by Local Public Authorities
 
   When local public authorities are assessing the transport capabilities of designated public bodies that are transport administrators, MLIT will provide required support such as supplying information that it has collected regarding these bodies transport capabilities.
   When local public authorities enter into an agreement with designated public bodies that are transport administrators, MLIT will provide required support such as liaison and coordination activities.
   When evacuating citizens from areas in the vicinity of Self-Defense Forces and U.S. military facilities, given their special characteristics such as being hubs for a range of self-defense actions, to secure transport MLIT will closely cooperate with the relevant ministries and agencies as well as local public authorities.
   Where citizens are to be evacuated off remote islands, as the means of transport are limited to aircraft and vessels, in addition to cooperating with the Cabinet Secretary, MLIT will develop a basic policy regarding the use of aircraft and vessels operated by private transport companies.

 2.  Preparedness to Provide Alternative Transportation
 
   When upgrading road, port, harbor and airport facilities, to be ready for damage caused by an armed attack, MLIT will ensure alternative facilities.
   In the event of an armed attack, to ensure there is no major disruption to the implementation of citizens' protection measures and national transport activities, MLIT will ensure there are multiple modes of transport and alternate local, national and international transport routes.

Section 8 Preparedness to Provide Traffic Control

   In the event of an armed attack, in addition to cooperating with road administrators and municipal and prefectural Police Departments, MLIT will develop the systems required to actively provide information to road users such as road closures.

Section 9 Preparedness for Nuclear Disaster Due to Armed Attack

   In addition to cooperating with the Ministry of Education, Culture, Sports, Science and Technology (MEXT) and the Ministry of Economy, Trade and Industry (METI), MLIT will draft a crisis management manual that in the event of a nuclear disaster caused by an armed attack outlines the methods of communication with concerned bodies, the decision making processes and response strategies at the disaster site.
   In the event of a nuclear disaster due to an armed attack, MLIT, based upon the Disaster Prevention Plan (Nuclear Disaster Countermeasures Edition) and the MLIT Disaster Operations Plan (Nuclear Disaster Countermeasures Edition) will develop systems to ensure an appropriate and prompt response, such as information collection and communication systems, systems to secure means of communication, personnel systems, systems of mutual cooperation between concerned bodies, emergency prediction systems and expert dispatch systems,

Section 10 Preparedness to Enlist Citizens' Cooperation

   In the event of an armed attack, to ensure the smooth performance of volunteer activities, MLIT will examine volunteer acceptance and cooperation measures based upon the envisaged scope of the activities.
   In the event of an armed attack, MLIT will examine overseas support acceptance measures based upon the envisaged scope of the activities.

Section 11 Preparedness to Perform Emergency Repairs or Reconstruction

   In the event of an armed attack, for the emergency repairs or reconstruction of facilities and equipment under its control, in addition to effective utilization of the existing prevention measures for natural disasters, MLIT will develop in advance other required systems such as those related to materials and equipment supply.
   In the event of an armed attack, MLIT will develop the systems required for the procurement of materials and equipment for emergency repairs or reconstruction and the performance of these works and will also enter into agreements in advance with concerned bodies and organizations to ensure reciprocal support.

Section 12 Implementation of Training and Increasing Awareness

 1.  Implementation of Training
 
   In respect of standing citizens' protection measures, MLIT will implement training. Post-training evaluation will identify any issues requiring attention and these will be reflected in improvements in the citizens' protection measures.
   MLIT will ensure that the training is practical in nature by basing it on envisaged scenarios and use of actual communication equipment. In addition the training will be performed in cooperation with concerned bodies such as the designated public bodies under its control.
   Where there is an overlap between citizens' protection measures and other disaster prevention measures, MLIT will take into consideration the close relationship between these measures in its training.
   MLIT will endeavor to ensure the participation of concerned ministries and agencies, local public authorities and designated public bodies in this training.

 2.  Increasing Staff Awareness
 
   To ensure the smooth implementation of citizens' protection measures, MLIT in its study programs will ensure its staff have a broad knowledge and awareness of citizens' protection measures.
   To ensure the smooth implementation of citizens' protection measures, MLIT will ensure that the managers of the designated public bodies and facilities under its control have a broad knowledge and awareness of citizens' protection measures.

 3.  Promotion of Investigation and Research
 
   To ensure damage minimization and the appropriate implementation of citizens' protection measures, MLIT will promote study and research in the field of citizens' protection. In addition, the fruits of this study and research will be reflected in its citizens' protection measures.

Section 13 Miscellaneous

   Where there is massive damage from an armed attack, MLIT will direct the Government Housing Corporation to ease loan terms for new borrowers and implement relief measures for existing borrowers to support housing reconstruction by the victims themselves.
