| Chapter 7 Response to Emergencies |
| Section 1 Establishment of
Action Systems |
| 1. |
Establishment of the MLIT Emergency
Response Headquarters |

Where the Cabinet has established
the Emergency Response Headquarters and when required for the
comprehensive implementation of emergency response protection
measures, MLIT will immediately establish the MLIT Emergency
Response Headquarters ("the Ministry Emergency Response
Headquarters") headed by the Minister of Land, Infrastructure
and Transport. |

The Ministry Emergency Response
Headquarters will perform coordination, information collection,
collation and communication activities within the Ministry in
respect of the Emergency Response Measures introduced by the
Cabinet and in addition to information sharing and dissemination
will perform other necessary liaison activities within the Ministry. |

Where the Ministry Emergency Response
Headquarters has been established as a result of an armed attack
alert or similar, it will immediately issue alerts to the regional
bureaus and the designated public bodies under MLIT control. |

The Ministry Emergency Response
Headquarters, dependent on the type of emergency, will strengthen
its required operation implementation systems. |
| |
In addition to the matters outlined
in this plan, items related to the Headquarters operation such
as its organization and system of appointment will be determined
separately. |

Establishment of Regional Bureau Emergency
Response Headquarters |

Where the Ministry Response Headquarters
has been established and when required for the implementation
of emergency response measures or similar over which the MLIT
has authority, regional bureaus along the same lines as the
Ministry Emergency Response Headquarters ("Regional Bureau
Emergency Response Headquarters") will be established. |

Where a Regional Bureau Emergency
Response Headquarters has been established, the concerned regional
bureau will immediately notify the Ministry Emergency Response
Headquarters. |

| Section 2 Issue and Transmission
of Alerts |
| |
Within the geographical area determined
by the head of the Emergency Response Headquarters to be the subject
of an alert issue or transmission, MLIT will issue and transmit its
own alert. |
| |
The procedures for issue and transmission
of an alert cancellation will be the same as for issuing and communicating
an alert. |

| Section 3 Implementation
of Emergency Protection Measures |
| |
The emergency response measures implementation
system and the content and method of implementation will be as outlined
in Chapters 1 to 6 of this plan. |
