1.Content of Revision
At present, motor vehicle noise issues remain severe in Japan. As a consequence of the increase in the volume of motor vehicle traffic, many locations do not attain environmental noise standards, mainly places located in major urban regions and along main roads. For this reason, a vision paper was issued entitled "The Future Policy for Motor Vehicle Noise Reduction" (the November 1992 interim report and February 1995 final report of the Central Council for Environmental Pollution Control). This paper was concerned with ways to further reduce the noise generated by individual motor vehicles.
MOT has decided to partially revise safety standards for certain models of road transport vehicles in an effort to reduce noise from motor vehicles. These models were mentioned in the report as models on which regulations could be strengthened. In compliance with the Agreement on Technical Barriers to Trade, MOT hereby informs the WTO of the content of the revisions in order to give affiliated countries prior notification of the revisions.

2.Outline of the Revisions of Safety Standards for Road Transport Vehicles
To reduce the amount of noise from individual vehicles, MOT will strengthen regulations as indicated on the attachment. This strengthening of regulations is scheduled to be implemented in October 1999 for the following vehicles: trucks with a GVW of less than 1.7t, mini-sized trucks with cab-behind-engine, passenger motor vehicle with a riding capacity 7 persons or more and 10 persons or less.

3.Future Schedule
In mid-September 1997, MOT will notify the WTO and its affiliated countries concerning the partial revision of safety standards for road transport vehicles. If objections have not been received by the deadline, the ordinance is scheduled to take effect within this year.
