The Contents (Details) of the 6th Five-Year Seashore Development Plan



Purport of the plan

With the 5th five-year seashore development plan terminated in fiscal 1995, the 6th five year seashore development plan beginning in fiscal 1996 will be newly adopted to continue to promote various projects systematically to create a fertile seashore toward the 21st century while adapting to changes in social and economic conditions.
The purpose of the plan is to improve the seashore environment and seashore maintenance facilities steadily and systematically in order to make the seashore a safer place by protecting it from high tides, tsunami and other waves and coastal erosion which is spreading throughout the country, and also to make the seashore an accessible and pleasant place where man can coexist harmoniously with nature, thereby conserving land resources and improving the living environment of the people.

Basic goal

At a meeting of the "panel to discuss the long-term vision of the seashore" (chairman: Seiji Horikawa , president of Saitama University). held last year on the request of the chiefs of the four government institutions, it was suggested that attention be paid to the necessity of developing the seashore not only from the viewpoint of disaster prevention but also by giving full consideration to the nature of the seashore and its use. This led to the basic recognition that "the seashore is an important infrastructure which forms the foundation of land conservation and disaster prevention" and that "the seashore is a very valuable space as part of nature and nourishes a fertile environment, both local and global." In recognition of these, and on the basis of the following three pillars, it is hoped that the seashore of high quality with multiple functions, including disaster prevention, will be created, the basic goal being "creating a fertile seashore toward the 21st century.".

  2. Creation of a fertile and refreshing seashore where man can coexist harmoniously with nature.

  3. Creation of a beautiful and pleasant seashore which is friendly and easy to use.

Purpose in the construction of facilities

The purpose is to construct seashore maintenance facilities incorporating quake-resistant measures in view of the damage caused by recent earthquakes and create an attractive seashore environment or preserve it with respect to about 16,000 kilometers of the coastline, out of the total coastline length of 35,000 kilometers, and to raise the ratio of the coast equipped with facilities from about 40% (estimated 41% ) at the end of fiscal 1995 to about 50% (48%) at the end of fiscal 2000.
