Ministry of Land, Infrastructure, Transport and Tourism
The Hokkaido Development Agency, National Land Agency, Ministry of Transport and Ministry of Construction were merged into the Ministry of Land, Infrastructure, Transport and Tourism due to the reorganization of central government ministries on January 6, 2001. The Ministry is in charge of comprehensive and systematic use, development and conservation of the national land, comprehensive improvement of the infrastructure and promotion of transport policies.
Hokkaido Bureau
The Hokkaido Bureau is an intra-ministerial bureau in charge of Hokkaido development. As the nerve center of Hokkaido’s development administration, it conducts planning, design and promotion of the Hokkaido Comprehensive Development Plan, and promotes comprehensive and efficient Hokkaido development policies while maintaining coordination between the national and regional standpoints.
Hokkaido Regional Development Bureau
The Hokkaido Regional Development Bureau was established in 1951 as a local organization to implement public works projects initiated by the national government. It is a local branch office of the Ministry of Land, Infrastructure, Transport and Tourism and serves as a comprehensive administrative body for the development of Hokkaido. The Bureau is in charge of the promotion of the Hokkaido Comprehensive Development Plan, the improvement of rivers, roads, ports, airports, agriculture and fisheries in Hokkaido, as well as urban planning, housing, the construction industry and the maintenance of government buildings.
    The duties specified in Article 33 of the Act for Establishment of the Ministry of Land, Infrastructure, Transport and Tourism falling under the jurisdiction of the Ministry of Land, Infrastructure, Transport and Tourism (projects controlled by the Ministry’s Regional Development Bureaus and the Regional Agricultural Administration Offices of the Ministry of Agriculture, Forestry and Fisheries in other regions) are, in Hokkaido, under the general and unified control of the Hokkaido Regional Development Bureau.
    Under the jurisdiction of the Bureau, 11 Development and Construction Departments are located in different areas to take charge of regional development projects, and play a major role in the promotion of development closely connected to local communities.
