Section 4 ITS toward Standard Deployment

Automatic Measuring

-Running vehicles measured instantaneously and warned of any violation
In Japan, certain standards are set for weight and length of vehicles that pass through bridges and cross intersections. A permit is required for vehicles which do not meet those standards in order to protect road structures like bridges and ensure safety at intersections. Actually, however, overloaded vehicles without the required permit and vehicles loading more than permitted frequently violate this law and use the roads. To cope with illegal driving, the Ministry of Construction is conducting a field test on a system designed to specify these vehicles.

-Nagoya City: Weigh-in-motion system
The Chubu Regional Construction Bureau has installed the weigh-in-motion system on National Route 23, where more than 100,000 vehicles pass a day and half of them are large-sized vehicles. The system measures and processes the weight of a running large-sized vehicle at a rate of approximately one every 0.5 seconds. In future, the system will be upgraded to raise the measuring precision to about 0.3 tons at a running speed of not more than 80 kilometers per hour.

-Osaka: Automated measuring system for specially permitted vehicles
The Kinki Regional Construction Bureau of the Ministry of Construction is conducting a field test on an automated measuring system for special vehicles along the National Route 1 in Hirakata, Osaka. The system automatically measures traveling vehicles' weight and length, and reads their license plate numbers through a sensor, and indicates the license plate numbers of vehicles that violates the standards. Study will be made on the greater accuracy of measurements, distinction between permitted and non-permitted vehicles, and differences between actual state and permitted conditions in order to upgrade the system.
