- Information provision during unusual weather

Since unusual events such as heavy rains, high waves, and earthquakes could cause unpredictable mud slides and road failures, traffic regulations are issued to roads designated as special sections subject to advance traffic regulation, before the occurrence of disasters. The administrators of such sections are required to collect various information based on which a decision on traffic regulation is made.
The Kagoshima National Highway Work Office of the Ministry of Construction has been providing various information on the highways it manages, including rainfall and traffic regulation information via its web site, mobile phones with Internet access, and information terminals at the "michi-no-eki (road station)," in order to allow road users to make proper decisions such as changing routes and discontinuing their trips to make driving safer.
During the field test from 20 June to 31 October 2000, a questionnaire survey using the web site, interviews with freight companies, and a questionnaire survey on "michi-no-eki" users were carried out to investigate how information provided in these ways affected the road users' decisions. In addition, surveys on the need to improve the contents and methods of providing information are being conducted for the future expansion of road information provision facilities.
