Some of the sections on the national highways managed by the Hokkaido Development Bureau are often subject to traffic regulation due to high waves. Not only overtopping waves, but also seaborne stones and sand dumped on the road surface threaten the safety of vehicles traveling on the National Highway No. 336 which runs through the Araiso District of Urakawa-cho. The Overtopping Wave Monitoring System was therefore experimentally introduced in January 1995.
After detecting the overtopping of waves, the image processing sensor of the surveillance camera installed at the observation point sends static images to the still picture transmitter in the form of electrical signals. The static images are then transmitted via an analog telephone circuit to the still picture transmitter in the road management office, and displayed on the monitor.
The images provided by the system allow the frequency and scale of overtopping waves to be monitored in real time, and are used to make a decision on traffic closure.
