In the urban area of Sapporo, forecast system for frozen road surfaces and snowfall has been implemented in 1998. Though initial action was delayed before the adoption of the system, after that, heavy snowfall is forecasted at an early stage so as to facilitate immediate response to the situation, such as establishing systems for heavy snow. This allows the reduction of anti-freezing agent being spread by 20% as well as the immediate response.
