Roadside noise reduced by ETC nighttime discount social experiment

A nighttime discount social experiment was conducted for a limited term. In fiscal 2003 and 2004, a special toll discount was given to ETC vehicles that use the Tokyo and Kanagawa Routes of the Metropolitan Expressway from 22:00 to 6:00. In fiscal 2005, the experiment was conducted from April to September by adding the Saitama Route.
In the experiment in fiscal 2004, ETC vehicles during the discount time zone increased by 10,900 a day, or about 25%. According to a questionnaire survey, more vehicles diverted from ordinary roads to the expressway than during the social experiment in fiscal 2003. The increase reduced the noise along ordinary roads by up to 3 dB and improved the roadside environment.




Assumed traffic volume when there is no nighttime discount: estimated from the actual traffic volume in the previous month of the experiment by correcting monthly changes (in the past 2 years) and increases in the number of ETC vehicles
Traffic volume is the number of ETC vehicles in the discount time zones (0:00 to 6:00 and 22:00 to 24:00).
