ITS promotion in Japan is based on three principles: (1) consideration of the overall features of ITS, (2) planned execution by various concerned parties, and (3) utilization of international exchanges.

(1)Promotion with Consideration of the Overall Features of ITS

ITS is a complex system in which multiple individual systems function in a linked fashion. Thus, to improve the convenience of users and the efficiency of ITS as an entire system, it is essential that the system be commonly used nationwide and that interoperability and connectivity be assured between associated systems in the nine development areas.

Therefore, it is important to materialize the complete image of ITS, including user expansion, linkage of system operating entities and introduction procedures in regional areas, and total ITS configuration concerning not only the entire system, but also its individual subsystems, their configuration techniques and interrelationships. ITS is to be systematically promoted as a national project.

(2)Planned Promotion of ITS by Various Concerned Parties

ITS will become a leader in a new field. Practical implementation of ITS requires the solution of many problems concerning information technology and the social, economic and legal systems in a wide range of areas including roads, traffic, vehicles and information communication. It is therefore necessary for the many parties involved to perform planned procedures and actively cooperate with one another.

To realize ITS, it is important to set long-term common targets for the system functions and a practical application period, and to promote the establishment of ITS according to the national schedule through cooperation of all parties concerned, each recognizing their respective roles in the totality of the project.

(3)Promotion through International Exchanges

ITS is recognized as a worldwide project and at present is undergoing research and development in many countries. Under such circumstances and for the establishment of a better ITS, it is important to offer information and the state-of-the-art technology and information possessed by Japan to the U.S. and European countries as well as incorporate the technology and information derived from the advanced procedures of the U.S. and European countries to Japan. In other words, it is essential to positively promote international information exchanges and to implement joint research and development activities as determined necessary. For countries in the Asia-Pacific region, having many commonalities with Japan, it is important to address the specific needs pertaining to ITS and share related technology and information. It is also important to advance international standardization activities by considering expansion of the international "borderless" economy and international harmonization.
