Systems

Vehicle Information and Communication System (VICS) began its service in April 1996 on sections of expressways in metropolitan area and Tomei & Meishin expressways in a collaborative environment of National Police Agency, Ministry of Posts and Tele communications and Ministry of Construction. In conjunction with the VICS service which was started in Osaka in December, communication infrastructure development such as beacons installation has proceeded. The service is expected to be available on all expressways across the nation in Spring 1997. The VICS service will be available on highways in Aichi areas and every expressway throughout the nation in the spring of 1997. Implementation of communication infrastructure such as beacon has been continuing to focus on major metropolitan areas. 43,314*
Electronic Toll Collection

System

The output of the "collaborative study between the goverment and private companies," conducted in 1995 was incorporated in the draft of the Electronic Toll Collection System (ETC) standard. Draft making has been underway.

The operational test system is being developed and examined through cooperative work of Ministry of Construction, National Police Agency, Ministry of Transport, Ministry of Posts and Telecommunications, and the four major toll road authorities, targeting at system operational demonstration which is scheduled in the fiscal year 1996.

A set of operational test systems including a toll transaction system is being implemented to examine the feasibility of implementing applications which are scheduled in 1998. 706*
Optimization of Traffic Management Advanced traffic control centers, locally controlled signals, installation of various vehicle detecting sensors and traffic message sign posts have helped to ensure safe and smooth traffic flow. The infrastructure for the emerging traffic management system was being developed and implemented by National Police Agency. Following the result of 1996, the work is being continued. 23,972

Assistance for safe driving As to Advanced Safety Vehicle (ASV) systems development, collective effort was conducted by Ministry of Transport and other four government bodies on optimization of human interface and coordination with infrastructure. Assistance for safe driving A Conduct R&D to form resistance assessment measures for automotive electronic devices which are utilized for ITS and electromagnetic wave assessment measures emitted by vehicles. 20,530
A As a part of Automated Highway Systems (AHS) R&D efforts by cooperation of Ministry of Construction and the four government bodies, operational demonstration tests for AHS had been implemented on an express way before it was released to public service since September 17, 1996 with the support of industries. Advanced Cruise-Assist System Research Association (AHSRA)was established on September 25, 1996 with the participation of 21 companies. Development which makes devices enable to use under severe condition is carried out for an AHS prototype and safe driving systems such as vehicle collision avoidance till 2000. Regarding on-board devices, feasibility of performing functions under various driving conditions will be investigated to advance system performance. Support for public transport and increasing efficiency in commercial vehicle operation In order to enhance transport efficiency and to advance transport management of road freight carriers, Ministry of Transport has conducted R&D activities for ITS applications through cooperation with National Police Agency, Ministry of Posts and Telecommunications and Ministry of Construction. Standardization activities It is necessary for ITS practical implementation to cooperate to define technical conditions in radio communication fields, to make efforts to contribute standardization activities led by International Telecommunication Union and to promote international standardization activities held by ISO participant organizations.
Standardization activities Ministry of Posts and Telecommunications has researched and studied the technological development directions, status, needs for ITS domestically and internationally, and conducted R&D about mobile communication technology. In view of the international standardization, Ministry of Posts and Tele communications will conduct test operations to define requirements and standard levels for on-board devices and assess the criteria to install ITS system equipment efficiently, ensuring acceptability in the market at an early stage. 337,090

International cooperation The Government will support and participate in international cooperation activities such as ITS World Congresses which provides a forum to exchange information concerning outcomes and expertise for practical applications, searching for possibilities of an international cooperation and potentials for international cooperation on a global scale.

The Japanese Government will deepen the reciprocal understanding with other countries in the Asian-Pacific region and support and promote Asian Pacific ITS Seminar whose mission is to promote international cooperation concerning ITS.
