(2) Promotion of Intelligent Transport Systems (ITS) for the Advanced Use of Information in Road Traffic Systems


Points for Fiscal 2000

Fiscal 2000 Involvement

1. Smartway Development
(1) To promote the amelioration of traffic congestion at toll gates, we will promote the introduction of ETC on major toll roads, and introduce measures to promote the spread of in-vehicle- equipment and IC cards in order to expand the number of ETC users. (new)

Zones where service will begin in fiscal 2000: Tomei and Meishin Expressway, Tohoku Expressway, Sanyo Expressway, Hanshin Expressway, etc.
Proportion of toll gates ready by the end of fiscal 2000: About 50% of the about 730 major toll gates nationwide, or about 400 toll gates. (Of these, about 50 toll gates will be ready in fiscal 1999.)


To promote land usage around IC and SA/PA and promote regional vitalization, efforts will be made to introduce ICs for exclusive ETC use (smart ICs) and SA/PA to make U-turns possible.
(2) With the goal of reducing traffic accidents, experiments demonstrating the advanced cruise assist system, providing drivers with danger warnings and driving assistance, will be held with participation from Japan and abroad.

Place of demonstration experiments: Public Works Research Institute, etc.
(3) Based on the system architecture (Note 1), we will promote the development of systems to ensure nationwide interchangeability and future expandability, and promote the introduction of ITS in each region.

Examples of introduced systems: Winter road management system, parking information system, etc.
(4) From the standpoint of improving user convenience and preventing road disasters, in about five years, continuous usage of cellular phones, etc. will be made possible in all tunnels located on expressways in cellular phone service areas, and the major tunnels of directly administered national roads. (new)

2. Support for Advanced Use of Information in Society

We will support greater use of information and improved efficiency in road administration, as well as the advanced use of information in each region, by promoting the use of ITS related information and the development of diverse systems based on GIS (Note 2).

Examples: Formation of bases (about 10) to improve the regional use of information, using "road stations" and the like; and more efficient, electronic processing of road permits for special vehicles.

  2. GIS: Geographic Information System, a data system for the searching, collection, and analysis of various types of information, according to basic map data consisting of roads and so on.
