Road administration is striving to be more effective, efficient and transparent by incorporating the users’ viewpoint. For this, a new“Road Administration Management” mechanism was introduced in 2003, with a core evaluation system of measures with indices.
“Performance Plans ”that outline the process from numerical targets to specific policies and projects are published annually. Also after the end of the fiscal year, an “Achievement Report”is published, where the achievement level of the numerical targets is evaluated.
“A Guidance for Road Administration Management”is prepared for successful implementation in the field to spread the benefits.
The following two mechanisms were introduced in the guidance:
  • “Priority Indication Method”to reorder data such as congestion loss time in accordance with the priority of the problems, and select specific implementation locations.
  • “Benchmarking Method”to find out where the most effective undertakings are being carried out and individually seek out further areas of improvement.

3D-Map of Time Losses Due to Congestion

A 3D-Map is created to display where congestion loss time is large. Efforts are being made to identity issues and set targets.
