Ministerial Conference on International Transport Security

1.Objective

The objective of the conference is to exchange views and information among ministers of major countries in order to enhance security as well as achieve smooth and efficient transport services, and to promote international cooperation in this area through a joint declaration, etc.

Participants Total of approximately 220 participants (170 from Foreign countries / International Institutions, 50 from Japan)


3.Subject

The conference had three major agenda items under the main theme of enhancing transport security while realizing smooth and efficient transportation. Individual sessions were held for each. The discussions took place on the 12th (Sessions 1-3 below). On the morning of the 13th, there was a general discussion about the directionality of future measures in transport security. In addition, Ministers responsible for transport security took this occasion to discuss the issue of avian influenza which is of international concern (Session 4 below).

4.Findings

At the meeting, Transport Security Ministers of the major countries gathered and exchanged knowledge / information of each participating country / institution. Also, the Ministers discussed the issues that each country should promote with cooperation and coordination in the future. As a result, the Ministers were unanimous in their desire to send a strong message to the world of their commitment to assure security in transportation through cooperation among countries, capacity building assistance, and endorsement of the initiatives of relevant international institutions. Also, since avian influenza and transport security are similar in their need for emergency response, Ministers agreed to endeavor to minimize any negative impact for transport systems arising from such diseases.
