The New Regional Living Zone Planning

Since 1969 the 179 regional living zones across the country have been established and region development has been carried out based on the regional living zone planning in order not to develop urban area and suburban (farm and fishing villages) severally, but to improve everyday life of inhabitants in whole area .
To develop the regions which are good for the local inhabitants, Since 1990 the new regional living zone planning has been deciding and carried out with an especially object of follow development.

Development of local core area
based on the Action Program

Objects

From the projects to carry out the approved basic plan based on the Act of Development of Local Core Area, MOC and the administrative divisions of Japan select some effective projects and decide the concrete plan (the Action Program) severally. MOC and the administrative divisions make an effort to promote the general development as planned based on the said action program.
The action program is a report which shows the effect of the prior developments based on the approved basic plan.


Construction of High-technology Industrial Complex

Objects

To develop national economy equally among the whole country, accelerate industrial development of region, not based up on high-technology industrial complexes yet and improve living conditions of the local inhabitants.

To promote charming environments with which the local inhabitants are satisfied in various faces of life; with living and work, amusement, relaxation, the authority select the model municipalities and have priority over supporting their projects.

Recently, regional development have been going on all over the country to preserve its original nature and history, traditional culture. Want their region to be attractive, the local inhabitants take part in this projects positively.
To be the charming region, there are many creative social overhead capital coordination. To promote the regional development, MOC support each regional project by the social overhead capital coordination.
"Tedukuri-furusato-sho" was established in 1986. It is a prize for an exact instance of this project. To promote the device and making an effort for development, find out its original and charming social capital from around the country and introduce these regions .

The 21st Century Vitality Zone Project

Objects

To promote creativity and enlivening a region where it has fallen into stagnation, the local punblic agency make plans(※). MOC implement the projects in corporatation with MOITI based on these plans and lead to enliven the region generally and intentionally for the 21st century.

In order to develope a wide area across prefecture boundary line, MOC and MOHA collaborate on selecting the projects from many projects which local public agency will put into practice and supporting them.

Recently industry of laboratory or software has been attached importance, and has been concentrated in major metropolitan areas, especially in Tokyo.
To promote the rigon cordination, it is neccesory industry of laboratory or software to be accumulated in local area.


General Project Coordination in rural districts

Objects

There are several problems in rural districts; the decrease in population and the aging trend, the stagnation of agriculture, forestry. And this area will be influenced by the GATT Uruguay round. Therefore it is necessary to adjust the requirement for settling down and to promote revitalization of this area.
MOC promote the projects synthetically and systematically based on the tactics of local administrations which make use of regional autonomy and innovation and promote the coordination of the base for settlement and the life environment positively.


Regional Planning Information System

Objects

MOC promote making community where residents can enjoy comforts, by coordinating the base for settlement and interchange through the Road, Rivers, Park, Residence Projects. The object of Regional Planning Information System is to show efficiently the information of regional planning and several statistics of region, making use of media; personal computer or publications, to local public agency, etc.
