Setting up Kobe Area Control Center

The air traffic demand in Fukuoka FIR shows a remarkable increase owing to the recent vigorous expansion of economic activities in Asia, the upsurge of inbound passengers and the increase of services by LCC etc. It is forecasted that the air traffic demand will further grow. In response to this, it is indispensable to prepare the required air traffic control capacity to process such demand in a safe and reliable way.

Specifically, the air traffic processing capacity is expected to become a bottleneck of en-route airspace in terms of frequent traffic flow control over the takeoff and landing aircraft in Japan resulting in constant departure delay and the occurrence of flight cancel due to the future demand increase for air traffic, when leaving things as they are. Furthermore, it is also imperative to enhance crisis management capabilities across the entire en-route airspace learning lessons from the past large-scale disasters such as the Great East Japan earthquake.

In the light of such circumstances, JANS has been addressing to the fundamental domestic airspace reorganization by implementing “Vertical separation of the en-route airspace” and “Expansion and integration of terminal airspace”. One of the measures taken is streamlining of the area control centers, reducing four centers to three at Tokyo, Fukuoka, and Kobe. First, Kobe was newly established in October 2018 and JANS has upgraded the traffic processing system to new TEPS (Trajectorized En-route Traffic Data Processing System) on 26 February 2019.

TEPS was developed by NTT DATA as one of processing systems composing the integrated air traffic control data system with the fundamentally renewed architecture such as functional integration of the conventional traffic information processing system and air traffic information system, and the use of the common database. This system provides upgraded support functions for air controllers and further improves the en-route traffic processing capacity thereby enabling to cope with the future aviation demand increase.
