Setting Up Network Performance Assessment Center

For the purpose of realizing more efficient flights, improving service availability and reducing environmental impact, the JCAB has been promoting implementation of “PBO (Performance Based Operation).” PBO requires highly accurate position information and robust ATC communications. These high-level operational services in each field of C (Communication), N (Navigation), S (Surveillance) are supported by a complex combination of various systems.

The Network Performance Assessment Center (NPAC) was established in April 2020 for the mission of monitoring, analyzing and assessing the service level as the core of CNS performance management, which is a vital key for PBO realization. The results of these assessments are intended to substantiate the advice and recommendations to the JCAB on operations, policies, standards, guidance materials and implementation. It also operates the SBAS (Satellite Based Augmentation System) and the datalink exchange system necessary to support “Performance-Based” air navigation services.


Communication :
The NPAC performs PBCS performance monitoring (ADS-C, CPDLC, etc.) and assessment. The results of these assessments will be provided to the Central Reporting Agency (CRA) scheme and related organizations. We also use the datalink system analysis tools for investigating the causes of problems submitted by airlines as Pilot Reports.


Surveillance :
For the surveillance data analysis, we use a radar system as well as Wide Area Multilateration system data. Controllers use these multi-sensor fusion data for ATC. Therefore, we monitor WAM system performance and fusion data performance continuously based on the European standard.

Communication / Surveillance


Navigation :
As the ICAO requests that ANSP (Air Navigation Services Providers) consider GNSS’s vulnerability, we monitor GNSS signals in space performance including interference with the GNSS frequency. We also provide RAIM prediction information to the operators via a website.This website also provides users with GNSS monitoring and analysis data of SBAS system performance.

System Operation :
In addition to performance assessments, the NPAC operates the ATC datalink exchange system and SBAS. DLCS (Data Link Center Sortation) equipment processes all the datalink communications messages such as ADS, CPDLC, DCL and ATIS throughout Japan and delivers them to operators via a CSP (Communications Service Provider).  In order to provide SBAS signals to aircraft flying in the Fukuoka FIR, MSG (MSAS Signal Generating) equipment is connected to the QZSS (Quasi Zenith Satellite System).
