2.2 International Bulk Hub Policy

With the rapid economic growth, etc. of emerging countries, the world's demand for resources, energy, and food is rapidly increasing. Japan is dependent on imports from overseas for resources, energy, and food that are essential for life and industry. In this context, one of Japan's most important challenges is to realize stable and inexpensive imports of these commodities through ports, to strengthen the international competitiveness of Japanese industry, and to maintain and create employment and income.
To this end, efforts will be made to secure port functions as hubs for large vessels that contribute to stable and inexpensive imports, and to promote cooperation among companies. Thereby, the government as a whole will work to form a stable and efficient marine transportation network for resources and energy, etc.

Measures
- Reinforcing the functions of ports as hubs of marine transportation networks for bulk cargo
→ Development, etc. of international logistics terminals to accommodate large vessels
- Promoting and supporting joint transportation using large vessels through cooperation among companies
→ Subsidies for the development of cargo handling facilities, etc., and special taxation measures for such facilities
→ Agreement system, etc. for the development and management of facilities to promote joint cargo handling, etc.
