Strength and Abilities of Mr Sekimizu

  • Character : “high moral standard”
  • Mr Sekimizu has always maintained a very high moral standard throughout his career as a civil servant, both as an officer of the Ministry of Transport of Japan and subsequently as an international civil servant working for IMO.

  • Consultation and Communication
  • He is a good communicator who places the utmost importance on the values of cooperation and team work, and applies the principles of common sense when taking decisions. Management and Leadership Skills As Director, Mr Sekimizu has successfully managed and led both the Marine Environment Division (2000 – 2004) and the Maritime Safety Division (2004 – present), with significant achievements.

  • Project Development and Fund Raising
  • Mr Sekimizu has initiated the establishment of large scale projects at IMO and demonstrated his fund-raising ability in the GEF/WB/IMO Marine Electronic Highway (MEH) project and the Implementation of the Djibouti Code of Conduct.

  • Problem Solving : “creativity and originality”
  • His strongest points are his creativity and originality in finding solutions, which his leadership and management skills have demonstrated over the past thirty years. His achievements in this regard include the following:
  • • proposing the establishment of manoeuvrability standards of ships (1979),
  • • conducting the demonstration of satellite EPIRB in Japan (1987),
  • • suggesting the framework of the new MARPOL annex on air pollution (1990),
  • • initiating and conducting the impact study of the proposed phase-out schedule of single hull tankers (2000),
  • • proposing the Marine Electronic Highway Demonstration Project (2000),
  • • settling the international consultation process establishing the Djibouti Code of Conduct (2009),
  • • initiating the establishment of the Djibouti Code Trust Fund and ensuring the initial donations from Governments, in particular the Government of Japan (2009), and
  • • proposing the establishment of a concept of Sustainable Maritime Development, to be generated in the process towards the UN Conference on Sustainable Development (Rio+20) as the common objective and guiding principle of future maritime developments (2011).
