Bidding and Selection Procedures for the Private Consignment of the Operation of Fukuoka Airport have been started
~Toward further development of Fukuoka Airport~

 MLIT, with the aim of achieving the utilization promotion and service improvement of Fukuoka Airport by making full use of private know-how, has decided to outsource the operation of Fukuoka Airport to the private sector starting from April 2019, and has developed its “Application Guidelines” etc. which sets forth the outline of bidding and selection procedures.  

 The outsourcing of the operation of Fukuoka Airport is the private consignment arrangement of the third national airport, which is the largest-ever airport with about 21.37 million passengers in FY 2015.  We aim to invite new air routes and improve customer services as well as to attract inbound tourists and LCC demand by making full use of private know-how through an integrated operation of the runway and the passenger terminal by a private business operator.

1. Outline of the business

・Administrator: Minister of Land, Infrastructure, Transport and Tourism
・Duration of business: For a maximum of 30 years (Maximum 35 years including possible extensions due to force majeure, etc.)
・Scope of business: Operation of the airport, passenger terminal, parking facilities, etc.
・Business system: The government selects an operator through public offering.
                               The operator conducts an integrated operation of the runway and the passenger terminal.
                               The government sets the right to operate public facilities and receives the consideration for the operation right from the operator.

2. Holding of the explanatory meeting on the Application Guidelines etc.

・Date: 14:00 - on Friday, May 26, 2017 
・Venue: Common Meeting Room A, 10th Floor, Central Government Building No.3, 1-3 Kasumigaseki 2-chome, Chiyoda-ku, Tokyo
・Application: If you would like to attend the Explanatory Meeting, please send by email the completed application form specified in the Forms and Directions by the application deadline to the Bidding Advisors and submit the original application form at the Explanatory Meeting on the day. No applications made in any method other than the above shall be accepted.

・Application deadline: No later than 13:00 on Thursday, May 25, 2017
・Notes: Participants in the Explanatory Meeting shall bring a copy of the Application Guidelines etc. (No distribution at the meeting place)
              Participants shall refrain from taking photographs or making video recordings.

3. Receipt of questions on the Application Guidelines etc. and publication of answers

(i) Receipt of questions
・Receiving period: From 10:00 on Monday, May 29, 2017   
                                First deadline: No later than 15:00 on Thursday, June 8, 2017
                                Second deadline: No later than 15:00 on Monday, July 3, 2017
・Submission methods: Questions concerning the Application Guidelines etc. shall be briefly stated in the question form specified in the Forms and Directions and the form shall be sent by email. If the questions contain any content (such as special techniques and know-how) which would infringe on the rights, competitive position, or other reasonable interest of the submitter if the questions are disclosed, the submitter shall make a statement to that effect. The question form shall be prepared in Microsoft Excel format, and the company name, department name, full name, telephone number and email address of the submitter shall be filled in. The question form shall be submitted to the Bidding Advisors. Questions submitted by any method other than email shall not be accepted.

(ii) Publication of questions
If the government deems necessary, it will publish questions concerning the Application Guidelines etc. and the answers to these questions (excluding those which would infringe on the rights, competitive position, or other reasonable interest of the submitter as so stated by the submitter upon its submission) by the scheduled publication date of answers on the website of Civil Aviation Bureau of MLIT and by other appropriate means.
For a fair treatment of all questions, the government will not provide answers directly to the submitter of the corresponding questions.
Scheduled publication date of answers: Monday, July 24, 2017 

4. Schedule (tentative)

・August 10, 2017: Deadline for submission of First Screening Documents
・Around September 2017: Notification of the result of First Screening
・Around March 2018: Deadline for submission of Second Screening Documents
・Around May 2018: Selection of Preferred Negotiation Right Holder
・April 1, 2019: Scheduled commencement date of airport operating business
