Definition of Deep Underground in "Law on Special Measures related to Public Use of Deep Underground"
The Deep Underground consists of empty space that is usually not used.

  Deep Underground refers to space at great depths, as summarized in i) or ii) following
 i)  Depths generally not used in the construction of basements (40m underground or deeper)
ii)  Depths that are generally not used to establish the foundations of buildings (10m or more from the surface of the bearing strata).

The Deep Underground consists of empty space that is usually not used.

Deep Underground Map  For example, in Tokyo the Deep Underground generally is considered to be at depths such as the following.  Note: This map, which has been scaled down from a map of the Deep Underground (Tokyo edition), shows the main train/subway stations.
