  The Deep Underground refers to space that is generally not used. Consequently, losses that require compensation usually do not occur even if the project has usage rights set for public interest projects. For this reason, it has been determined that under existing laws, it is possible to set usage rights for Deep Underground projects without prior compensation. Moreover, even in exceptional cases when compensation is required, compensation is provided after usage rights have been set, following a waiting period for claims from those landowners who think that compensation is necessary.

1  Advantages of the Law on Special Measures related to Public Use of Deep Underground
This law has the following advantages.
 1. The law facilitates the smooth construction of water supplies and sewage, electricity, gas, telecommunications, and other lifelines that are closely related to daily life, as well as subways, underground streams, and other things that benefit the public.
 2. It facilitates rational routing, and it is expected to help to shorten the length of project terms and reduce costs.
 3. It prevents disorderly development of the Deep Underground when the rules of "first come, first served" and "non-systematic use" are applied.
 4. In the case of earthquake, the Deep Underground is safer than the surface of the earth and basements that are not deep; it also is useful in reducing noise and vibration and protecting scenery on the ground.
