Prevention of the rules of "first come, first served" and "non-systematic use"

  Controls on the application of the rules of "first come, first served" and "non-systematic use" and facilitation of appropriate and rational use by utilizing Basic Policies on the Use of the Deep Underground, prior adjustment between projects, and the Deep Underground Use Council.

 ·  Basic Policies on the Use of the Deep Underground
  Basic Policies on the Use of the Deep Underground, which define the necessary stance toward optimal application of the Deep Underground, have been compiled. The use of the Deep Underground complies with these basic policies.
 ·  Deep Underground Use Council
  The Council brings together administrative bodies related to the use of the Deep Underground and carries out exchanges of information and adjustments to projects.
 ·  Prior adjustment between projects
  Adjustments between projects are carried out before detailed planning is feasible in order to facilitate adjustments of project areas and cooperation between projects.


Commonizing (sharing) Controls are applied to the rules of "first come, first served" and "non-systematic use" in an effort to facilitate adjustments between projects.
