Main contents of guiding principles related to ensuring safety for the public use of the Deep Underground


The role of guiding principles related to ensuring safety in the public use of the Deep Underground
 ·  Among the basic policies/measures (hereafter: "Basic Policies") regarding the public use of the Deep Underground, concrete guiding principles have been formulated related to ensuring safety with respect to the collection and application of safety and environmental information.
 ·  Safety countermeasures related to criteria formulated in the Basic Policies will be executed smoothly in an effort to comply with the Basic Policies of the project. In addition, appropriate procedures for authorization of use will be carried out with the goal of contributing to the appropriate and rational application of the use of the Deep Underground.
 ·  Principles will be applied when project operators examine measures to ensure safety and entities with the right of authorizing use inspect usage authorization.

II  Measures for ensuring safty
 ·  With respect to ensuring safety in the Deep Underground, the following criteria prescribed in the Basic Policies illustrate the approach to safety countermeasures and the measures that need to be devised.
 
1) Fire / explosion
2) Earthquake
3) Flooding
4) Power outage
5) First aid / rescue operations
6) Prevention of crime
7) Elimination of sense of uneasiness in underground facilities
 ·  With respect to ensuring safety in Deep Underground facilities, particularly in facilities that may be used by an unspecified but large number of people, it is important to aim to prevent human damage.

 ·  With respect to specific measures and techniques to ensure safety, it is important to make an adequate examination of things that will be effective and beneficial in view of the scale and characteristics of the danger / disaster while keeping in mind the use, depth, and size of the various facilities.
 ·  When safety measures are undertaken, it is important in general to hypothesize the potential danger / disaster and to show concrete measures to prevent it.
 ·  Depending on project characteristics (whether facilities are manned, unmanned, etc.), all projects should devise measures to ensure safety, on the basis of such an approach to ensuring safety.

III Collection / application of safety information
 ·  Information in connection with the execution of the project should be collected and processed in cooperation with the national government, local public entities, and business operators, and shared in an effort to make use of the information in projects.
 ·  Safety measures should be established, led by technological development and research according to the characteristics of the Deep Underground in an effort to achieve greater safety in the use of the Deep Underground.
