The introduction of regulations on for the prevention of air pollution from ships

  New regulations for the prevention of air pollution from ships were introduced on 19 May 2005. This regulations are intended to prevent air pollution from ships by controlling emissions of nitrogen oxides (NOx), sulfur oxides (SOx), volatile organic compounds (VOCs), and ozone depleting substances as well as on-board combustion of ship-generated waste and the quality of fuel oil used by ships.

  Outline of the regulations
 
  Regulations on diesel engines (with a power output of more than 130kW)(regulations on NOx)
 
 1  Installation of diesel engines that have been issued an Engine International Air Pollution Prevention Certificate (EIAPP certificate)
    Each diesel engine with a power output of more than 130kW which is installed on the following ships shall be issued an EIAPP certificate.
 
   Ships engaged in international voyage corresponded to any of the following:
 
 ·  Constructed on or after 1 January 2000
 ·  Underwent a conversion on or after 1 January 2000
 
   Ships not engaged in international voyage corresponded to any of the following:
 
 ·  Constructed on or after 19 May 2005
 ·  Underwent a conversion on or after 19 May 2005
 2  Maintenance of an EIAPP certificate and the Technical File
    Ships that installed diesel engines to which this regulations applies shall maintain on board an EIAPP certificate and the Technical File.
 3  Installation and operation of diesel engines
    Ships that installed diesel engines to which this regulation applies shall install and operate diesel engines in accordance with the Technical File.

  Regulation on fuel oil (regulation on SOx)
 
 1  Use of fuel oil
    Fuel oil used on board ships shall comply with the quality standards of sulfur content corresponding to each sea areas.
 
  Sulfur content
The Baltic Sea area 1.5% or less
Other sea areas 4.5% or less
 2  The Bunker delivery note and sample
    Ships of 400 gross tonnages or above engaged in international voyages must shall keep on board the Bunker delivery note and sample for a certain period of time.
 
  Period to be kept
The Bunker delivery note For 3 years
Sample Period until fuel oil is consumed
(For at least one year)

  Regulation of volatile organic compounds (VOCs)
    Tankers and gas carriers which load substances generating VOCs shall be provided with a vapour collection system and use the system during the loading of cargoes in designated ports/harbors which are subject to vapour emission control.

 *  As of the end of April 2005, this regulation was not effective because no ports/harbors and ship types had not been designated.

  Regulation of ozone depleting substances
    From May 19, 2005 on, all ships in operation must be equipped with facilities/equipment including equipment for ozone depleting substances. (However, ships with facilities/equipment actually installed by the above deadline may be used without interruption)

 *  With respect to HCFC (specified ozone depleting substances), facilities/equipment including the substances may newly installed on ships until 30 December 2019.

  Regulation of shipboard incineration
 
 1  Substances prohibited shipboard incineration
    Any ship shall be prohibited shipboard incineration of the following substances:
 
 ·  Cargo residues such as oil or noxious liquid substances
 ·  Refined petroleum products containing halogen compounds
 ·  Polychlorinated biphenyls
 ·  Poly vinyl chlorides (except in "shipboard incinerators" for which IMO Type Approval Certificates have been issued)
 ·  Lead or cadmium or their compounds
 2  Use of shipboard incinerators
    In cases of shipboard incineration for oil,or wastes generated on-board other than those prohibited in paragraph (1), shipboard incinerators which complies with technical standards (taking into account IMO resolution MEPC 76(40)) shall be used. Following are the ships that be equipped with shipboard incinerators for oil or wastes generated on-board
 
Ships Equipment to apply
Ships that travel across exclusive economic zones Equipment installed on or after 1 January 2000
Ships that travel only within exclusive economic zones Equipment installed on or after 19 May 2005

  Ship inspection
 
  Ships subject to the inspection
    Ships of 400 gross tonnage or above shall be subject to the inspection regarding installed equipments and arrangements for the prevention of air pollution (diesel engines, sulfur oxide emission reduction equipment, equipment for prevention of volatile material emission, and shipboard incinerators for oil, etc. generated on-board)

  Marine And Air Pollution Prevention Certificate.
    Ships that have passed periodical inspections are issued the Marine And Air Pollution Prevention Certificate.

  International Air Pollution Prevention Certificate (IAPP Certificate)
    An IAPP Certificate is necessary for ships of 400 gross tonnage or above engaged in international voyages.
