Disaster prevention functions
to be requested at ports and harbors when a large-scale earthquake
occurs |

Disaster prevention base function for
disaster recovery
Together with their function as a base for transporting emergency
goods and moving evacuees by ship, following a disaster ports and
harbors will be asked to function as disaster prevention bases, including
the provision of large open areas to contribute for shelters and other
needs and as bases for storing emergency materials. |

Distribution base function in disaster
areas
Ports and harbors will be requested to ensure a distribution base
function, to play a key role for the economy and industry, including
basic international sea container transportation, from the viewpoint
of rapid economic recovery in disaster-stricken regions and maintenance
of industry global competitiveness. |

Support function for alternative transportation
If the land transport function passing through a disaster-stricken
area has deteriorated because of a large-scale earthquake, to ensure
inter-regional transport ports and harbors will be requested to function
to support the movement of freight and travelers being detoured around
the disaster area by marine transport. Moreover, when ocean transport
is not possible because of port and harbor damage, ports and harbors
will be asked to ensure their transportation function using alternative
ports and harbors. |

Tsunami disaster defense function
Ports and harbors in regions that can be expected to be struck by
tsunami will be requested to protect their port and harbor functions
from tsunami as well as function to ensure the safety of dockworkers
and visitors. |

Improvement of large-scale
earthquake measures and facilities |
|
Based on the lessons of the Hanshin-Awaji
(Kobe) Earthquake, the Ports and Harbours Bureau formulated and publicly
released its Basic Policy for Improvement of Large-scale Earthquake Measures
and Facilities at Ports and Harbors in December 1996. Based on this basic
policy, improvements to earthquake-proof berths are being implemented.
