1. The meaning behind the
decision to make a new plan |
(1) |
Although in the 5th term plan period Hokkaido
economy achieved growth by repeated economic stimulus measures, financial
urgency arose causing apprehension, so in addition to replacing former
key industries that were behind in growth, aiming at economic autonomy
by improving physical conditions, focusing on efficient infrastructure
improvement became the important issue. |

For this reason, while coping with many
reforms in the entire government, in order to develop Hokkaido into
a region utilizing its vast country and abundant resources, the 6th
term Hokkaido comprehensive development plan of the 21st century aimed
at starting in fiscal year 2007 was decided. Measurements of the success
of this venture would be the extent of industrial development and
social capital improvement. |

2. Current state of Hokkaido
