    | Even after the Hokkaido Development 
      Agency moved to the Ministry of Land, Infrastructure and Transport, the 
      necessary funds for public work projects appropriated by the Central Government 
      Basic Reform Act and the Ministry of Land, Infrastructure and Transport 
      Establishment Act were lumped together as before. This was to guarantee 
      the necessary budget for core development projects promoted in Hokkaido 
      comprehensive development according to plan. Furthermore, concerning principal projects among these public 
      work projects, as before a special padding measure was attached to the high 
      grant rate of government liability, and the range of direct projects was 
      extended to assure the smooth promotion of Hokkaido development, especially 
      for directly controlled projects of wider scope, showing that the country's 
      plan for the development of Hokkaido has not changed.
 In addition to the bracketed budget for public work projects 
      (the Hokkaido development work costs) for projects under the control of 
      the Ministry of Land, Infrastructure and Transport which is administered 
      by this ministry, funds are transferred to or special account were set up 
      for each of the other ministries, which are Ministry of Agriculture, Forestry 
      and Fisheries, Ministry of Health, Labour and Welfare and the Ministry of 
      the Environment to execute their own projects.
