    | Promotion costs of Hokkaido specially 
      designated comprehensive development projects was added to provide flexible 
      funds to be used for public works during the development stage. Specially 
      designated projects are for the purpose of raising funds to promote measures 
      especially important to Hokkaido development. They introduce flexibility 
      to conduct projects necessary for the advancement of the 6th term Hokkaido 
      comprehensive development plan even in the middle of a fiscal year. |

    | These surveys aim at the effective 
      promotion of highlighted designated projects of the Hokkaido comprehensive 
      development plan. They differ from development plan surveys in that they 
      provide capital for public projects and target a number of projects that 
      cross public project lines. Until now, the Hokkaido Bureau has conducted surveys necessary 
      for the promotion of goals like "A New Country" and "Fuyutopia," 
      and fostered and supported projects conducted by local authority. As a result 
      of these surveys, the Hokkaido Bureau arrives at a consensus resulting in 
      smooth and efficient conduction of various projects.

    | Promotion of Hokkaido Wide 
      Area Cooperation Model Projects Contributing to the Examination of State 
      Regional System |  
 
   
    | This project was begun in 2004. 
      The purpose of the project is to cope with issues common to all areas of 
      Hokkaido. Comparing Hokkaido to Honshu which is already divided into geographical 
      regions, the purpose of this comprehensive project is to carry out experimental 
      community improvement over a wide geographic area, not divided into regions 
      like Honshu, while still respecting local autonomy and discretion in developing 
      social infrastructure Features of this project are the following:
 
 
         
          | (1) | A new structure is created respecting 
            local autonomy and discretion. |

                | · | Hokkaido, in cooperation with local 
                  authorities, formulates a four-year project plan (the national 
                  government concurs). |   
                | · | Based on this four-year plan, each 
                  year the project for the fiscal year (annual plan) is comprehensively 
                  adopted. |  |   
          | (2) | Complex projects covering wide areas corresponding 
            to the theme are selected. |   
          |  | 
               
                | · | For example, Hokkaido can freely 
                  determine a strategic theme covering a wide area to enhance 
                  scenic sights for tourists, and making Hokkaido strong against 
                  disaster, |   
                | · | From among a variety of measures, 
                  measures matching the theme can be selected and combined. (Refer

          | (3) | Local authorities keep prior participation 
            by the country at a minimum and evaluate policies ex post facto. |

                | · | In planning projects, Hokkaido sets 
                  the targeted result and outcome evaluation index, releases achievement 
                  results afterwards, and makes a public report to the nation 
                  regarding the degree of satisfaction of residents. |  |

            to add to Hokkaido development project expenses (public project). |
