Asahiyama Zoo gathers tourists from entire country

  The Hokkaido rural area is a place to live and work as well as bearing the important role of food base for Japan. However, with the progress of depopulation and aging, the revitalization of rural areas has become an important issue. For this reason, the Ministry of Land, Infrastructure and Transport is promoting a new country measure for the formation of a Hokkaido-type new rural community.
  This measure aims at creating a new country in the rural areas by creating an area where people can use regional resources effectively according to their own way of thinking, promoting agriculture-forestry and fishery industry and related industries, fostering community revitalization by interchange between rural areas and urban cities, and creating a place where people would want to settle in and enjoy a high quality peaceful life in a distinctive natural and cultural environment.
  The special features of this measure are the following:
(1) The area itself organizes its own way of thinking and forms a design, then the area develops subjective measures. (2) to realize the new country plan, related organs need to positively support these measures by providing combinations and coordination of various kinds of tools.
  Naganuma Town, Higashimokoto Village, and others are already developing enterprises based on designs decided by themselves. However, the 6th period Hokkaido comprehensive development plan promotes and continues the new country measure, so as for Naganuma Town and Higashimokoto Village, the comprehensive development plan promotes the "new country plan" vigorously in spreading widely the development method accumulated in the model areas.
