Chapter 4 Emergency Repairs or Reconstruction

   In the event of an armed attack, based on safety considerations, MLIT will promptly conduct emergency inspections of the facilities and equipment under its control to gain an awareness of the degree of damage and will implement emergency repairs or reconstruction measures as required.
   In cooperation with local public authorities and concerned bodies such as designated public bodies under its control, MLIT will collect damage assessments for areas under its control and information regarding emergency repairs or reconstruction implementation status.
   The Ministry Response Headquarters will provide damage assessments and emergency repairs or reconstruction implementation status reports to the Government Response Headquarters as required.
   When performing emergency repairs or reconstruction, MLIT will give priority to those works that prevent further damage and are vital to the everyday lives of the victims.
   Where there has been a request from a municipal or prefectural Governor or a designated public body under its control to provide personnel, goods and materials, technical advice or to implement other emergency repairs or reconstruction measures in respect of facilities under its control, MLIT will provide that support as required.
   MLIT will take all measures required to minimize damage caused by an armed attack to facilities it manages and as necessary will request that designated public bodies conduct research, provide cooperation and perform repairs or reconstruction.

Section 1 Emergency Repairs or Reconstruction to Ensure Transport Routes

   In respect of emergency repairs or reconstruction of roads, ports and harbors, airports and railways damaged by an armed attack, in addition to information collection and collation, MLIT will perform emergency repairs or reconstruction based on considerations such as efficiently securing transport routes for evacuees and emergency supplies.

 1.  Emergency Repairs or Reconstruction of Roads
 
   In respect of the roads it manages, at the same time as promptly assessing the damage, MLIT will implement the measures required to perform emergency repairs or reconstruction, such as obstacle removal, giving priority to securing the routes used to transport evacuees.
   In respect of roads managed by road administrators that are designated public bodies, at the same time as receiving damage assessment reports from those bodies, MLIT will also collect information concerning the status of emergency repairs or reconstruction implementation.
   In respect of roads managed by road administrators that are either local public authorities or designated public bodies, at the same time as collecting information concerning the status of emergency repairs or reconstruction implementation, MLIT, in response to a request from a local public authority will provide appropriate emergency repairs or reconstruction support as required.
   In respect of roads managed by expressway administrators, MLIT will collect damage assessments and information concerning the status of emergency repairs or reconstruction implementation.

 2.  Emergency Repairs or Reconstruction of Port and Harbor Facilities
 
   In respect of shipping lanes and port and harbor facilities under its control, in addition to performing damage assessments, where it is deemed there is a danger to shipping posed by wrecked vessels, floating objects or similar, MLIT will promptly report the same to the Government Response Headquarters and will implement the measures required to remove the danger and to secure the shipping lanes used to transport evacuees.
   In respect of port and harbor facilities under the control of local public authorities, at the same time as collecting damage assessments and information regarding the status of emergency repairs or reconstruction implementation, MLIT, in response to a request from a local public authority will provide appropriate emergency repairs or reconstruction support as required.

 3.  Emergency Repairs or Reconstruction of Airport Facilities
 
   In respect of airport facilities that it manages, at the same time as promptly assessing the damage, MLIT will implement the required emergency repairs or reconstruction measures, such as the removal of obstacles, to ensure that the airport facilities are fully functional.
   MLIT will receive damage reports from designated public bodies that manage Japan's primary airports and will also collect information regarding the status of emergency repairs or reconstruction implementation.
   In respect of airport facilities managed by local public authorities, at the same time as collecting damage assessments and information regarding the status of emergency repairs or reconstruction implementation, MLIT will in response to a request from a local public authority provide appropriate emergency repairs or reconstruction support.

 4.  Collection of Railway Damage Assessments
 
   In respect of railway facilities managed by railway administrators that are designated public bodies, at the same time as receiving damage assessment reports from those bodies, MLIT will also collect information concerning the status of emergency repairs or reconstruction implementation.
   In respect of railway facilities managed by operators other than designated public bodies, MLIT will collect damage assessments and information regarding the status of emergency repairs or reconstruction implementation.

Section 2 Emergency Repairs or Reconstruction of Lifeline Facilities

   Based upon considerations such as the degree of damage to water treatment and sewage facilities and the importance of the facility, MLIT will support the facility administrator so it can promptly perform emergency repairs or reconstruction.
   To the greatest extent possible MLIT will simplify emergency repairs or reconstruction procedures to support the speedy recovery of water treatment and sewage disposal facilities function.

Section 3 Other Emergency Repairs or Reconstruction

   In respect of waterway control facilities that it manages, at the same time as promptly assessing the damage, MLIT will implement the required emergency repairs or reconstruction measures to prevent further damage. In addition, even where waterway control facilities are managed by local pubic authorities, at the same time as promptly collecting damage assessments, MLIT will as required provide the appropriate support for emergency repairs or reconstruction where there has been a request from a local public authority.
   For municipal facilities such as urban parks that will serve as evacuation areas, evacuation layover points or hubs for disaster prevention, at the same time as promptly assessing the damage to these facilities, MLIT will implement the required measures such as emergency repairs or reconstruction to ensure the smooth performance of fire prevention, medical aid and evacuation activities.
   In cooperation with each concerned ministry and agency, at the same time as collecting ministry facility damage assessments, MLIT will also implement measures for required emergency repairs or reconstruction.
