In respect of waterway facilities, roads,
port and harbor facilities and airport facilities under its control,
MLIT will perform appropriate management such as checking their condition
and safety to ensure full function. |

Where in the event of an armed attack
there is major disruption or damage to one of these facilities and
based upon the Law concerning Special Measures preferential measures
are deemed necessary, to ensure the rights and benefits of victims
of designated emergencies (extension to the period for an easing of
building standards in the construction of emergency temporary housing
under the Building Standards Law) MLIT will designate these measures
by government ordinance. |

Where there is massive damage from an
armed attack, MLIT will as required apply preferential measures such
as a land and house tenure system and will implement measures to support
the reconstruction of victims' housing. |

Where there is massive damage from an
armed attack, MLIT will direct the Government Housing Corporation
to ease loan terms for new borrowers and implement relief measures
for existing borrowers to support housing reconstruction by the victims
themselves. |

Taking into account the conditions at
the disaster site, MLIT will as required implement preferential measures
applicable to the victims regarding vehicle administration services,
such as an extension of periods between vehicle inspections and a
change of venue for the Marine Engineer National Examination. In addition,
MLIT will flexibly apply laws and ordinances in respect of business
operators within the disaster area who it is determined also conduct
business outside this area. |

At the same time as strengthening surveillance
relating to unlawful and improper transportation activities and price
gouging, MLIT will promptly impose administrative punishment on those
operators found to be engaged in these activities. |

Where there is a dramatic rise in the
price of services closely related to citizens' daily lives or of importance
to the national economy, there is a shortage in supply of the same
or where there is a likelihood that this will occur, MLIT will take
appropriate measures such as applying the Price Control Law. |
