The Budget for the construction of Central Government Building
No.5 was allocated in 1973, but the massive rise in construction costs
caused by the oil shock meant that there was not enough money for
all planned construction projects, and the money that had been allocated
for Building No.5 was reallocated for regional government building
projects. The project was temporarily halted and was restarted in
1978.
The building was designed to be an earthquake resistant skyscraper,
and to be a model of barrier-free and energy-saving building. The
height of the building was required to be within 100 m so that it
would not overlook the Imperial Palace, but even so the building became
the first skyscraper constructed by the Government Buildings Department,
and it led to the construction of skyscrapers for government offices
in regions throughout Japan.
