In 1934, construction began on a steel-frame reinforced concrete
building with 5 floors and a basement at the present site. However,
because materials were scarce during the war, the construction was
halted once the concrete was poured. Even after the construction was
officially halted, it continued bit by bit and was completed all but
for the external tiles in July 1943. The building was requisitioned
by the U.S. Army after the war and remained in its unfinished condition,
under U.S. control, for many years. The building was finally returned
to Japan in 1955.
Building repair work, including the fixing of the external wall tiles,
began and was completed in 1963, when the building appeared as it
does today. In recent years, however, deterioration in the external
tiles became apparent, and the external walls were repaired for a
period of two years starting in 2001.
