3  Establishment of Healthy Natural Environment and Construction of a Water-circulating System
 
Rate of installation of rainwater/wastewater reuse systems in newly constructed managed facilities, effective in regions where the water supply is limited
Target: 100% (fiscal year 2005)
Fiscal year 2002: 25%
Fiscal year 2004: 100%
 
  In order to further increase the effective utilization of water resources through the use of new technology, the department has revised the planning standards for systems that reuse wastewater and use rainwater.

Rainwater use: Reducing the amount of clean water used by collecting rainwater from rooftops etc., storing it in rainwater tanks, and using it as graywater after appropriate treatment (water to flush toilets, water for sprinklers, etc.).

4  Creation of a Favorable Living Environment
 
  The department is working not only to reduce the load on the environment but also to provide facilities that enhance the local environment and the indoor environment.

Promoting measures to reduce hazardous chemicals: In addition to measuring the air inside newly completed buildings, the department will establish guidelines (by around fiscal year 2005) for environmental measures to be taken with regard to construction materials and methods.

Promoting further greening: The department is promoting a further increase in greenery inside building grounds and on rooftops and is verifying the effectiveness of rooftop planting.

5  Cooperation with and Assistance to Relevant Organizations, Increased Environmental Education and Leading Initiatives Involving Government Buildings Department Staff
 
Cooperation with and assistance to relevant organizations: The department is committed to promoting the greening of government buildings in cooperation with other government bodies, based on the Government Buildings Green Program. The department also provides active assistance with regard to environmental measures to local public bodies through primarily the Government Buildings Department and Government Buildings Departments of Regional Development Bureaus.

Improved environmental education: The department offers on-site training sessions to train environmental experts and to raise the awareness of facility managers.

Leading initiatives: The staff of the department work together to establish energy conservation working groups to take the lead in energy conservation measures.

Publishing results: From this fiscal year, the department publishes an environmental report covering the years up to the last fiscal year.
