The Aviation Council] has been reviewing aircraft inspection systems, in light of the changes that have taken place in Japan and overseas and in consideration of enhancing aircraft safety, upon a request for review from the Minister of Transport in September 1995.
　This report recommends an overall approach to aircraft inspection systems compatible with the demands of the age of internationalization. The recommendations have been drawn up following an thorough review of existing aircraft inspection systems. The recommendation also sets down the guidelines for future administrative approaches to assuring aircraft safety.
