The Ministry of Transport is also actively advancing deregulation in areas other than the items incorporated into the deregulation package promotion plan (total of 12 items in all).

The major deregulation items implemented outside of the deregulation package promotion plan in fiscal 1995 are as follows:

Deregulation Related to a Railway and Tramway Consortium

(Content of Measures)

Accompanying the partial revision of the Railway Mortgage Law in May 1995, with regard to the form of the list of a railway and tramway consortium, improvement of the method of recording the list, reductions of the items needed, and other revisions were carried out. (Implemented in September 1995.)

Reduction of Spare Lifeboatman

(Content of Measures)

In addition to the lifeboats mounted on coastal vessels in addition to those required to evacuate the maximum number of occupants, allocation of lifeboatman is no longer required, while deregulation has been carried in on the conditions for approving reductions in lifeboatman. (Implemented in November 1995.)

Removal from Definition of Disassembling Repair of Four Items of Shock Absorbers, Struts, Power Steering Systems, Trailer Hitches


(Content of Measures)

In order to make appropriate response to the status of disassembling repair accompanying the progress in motor vehicle technology, the four items of shock absorbers, struts, power steering systems and trailer hitches were removed from the definition of disassembling repair. (Implemented in October 1995, as an item concluded in Japan-U.S. Trade Talks on Automobiles and Auto Parts.)
