Regarding air transport, in addition to an increase of transportability of main trunk routes by large aircraft, it is essential that an array of route developments between regional cities, regional cities and major cities take place as well as an increase in the frequency of established routes using medium and small-sized aircraft. In order to make this possible, every effort must be made to ensure that a bottleneck in route patterns does not happen. However, even at this point in time, all base airports at which demand is now concentrated have no room in their capacity. To that end, it is most vital and immediate that capacity is obtained at these base airports and thus increasing capacity at the major cities' airports. Furthermore, the improvement of airport access is necessary so that the high speed characteristic of air cargo can be maximized.
