The "Annual Report of Transport Economy" (Transport White Paper) is an
official report prepared each Year by the Government of Japan to Provide the
public in general with information about transportation activities in Japan.
The Annual Report, which has been made every year since 1964, describes the
entire range of transportation activities for the year with attached information
materials, which provide details of activities in each of the sectors, i.e.,
land transport, Shipping, aviation, tourism and meteorology. This report is
a summary of the Transport White Paper translated in to English.
0ne of the major problems in matters concerned with transportation Japan
is the state of management of the Japanese National Railways. The difficulties
have reached such proportions that reconstruction is urgently needed. Next is
the construction of the NewTokyo International Airport. Although its opening
has been delayed, it is now finally going to be opened on March 30, 1978, but
many problems remain. 0ne such problem is that access to the airport must still
be worked out. Another area of importance is Japan's coastal guard. Now that
we have entered an era of the 12 nautical mile territorial water zone and the
200 nautical mile fishery zone the importance of maritime safety services, Such
as an improvement of the facilities for surveillance and control, is increasing.
In addition, the Transport White Paper also covers various other matters such
as the business slump in the shipbuilding industry, the need to regain international
competitiveness in marine transport, and the stabilization in the employment
of seamen. This paper also goes on to cover such issues related to transportation
services as safety measures, disaster prevention, environmental preservation
and the development of transportation technology.
We hope that the presentation of this report will be of some service to
readers in foreign countries in obtaining a better understanding of transport
in Japan.
