FOREWORD


   This report is a summarized English version of ''The Annual Report of Transport Economy (Transport White Paper)" which is an official publication of the Japanese government compilied for the purpose of providing the people with general information on transportation activities h Japan.
   The White Paper has been published each year since 1964 to present an outline of the entire range of annual transportation activities in this country, with relevant information materials attached to provide the details of such activities in various sectors such as land transport, shipping, aviation, tourism, and meteorology.
   In the past several years, the transport sector in Japan has been confronted with a number of vexing problems which called urgently for enforcement of individual remedial measures.
   These problems included the management reconstruction of the Japanese National Railways, the construction of the New Tokyo International Airport, the out-depression measures for shipping and shipbuilding industries, and the reenforcement of maritime safety services necessitated by the adoption of the 200 nautical mile fishery zone (by many coastal countries of the world).
   Nevertheless, the first step has already been taken for solution of these problems by virtue of the changes in situation that have taken place in the last one year or so.
   At this juncture, We find it imperative to make a renewed and rigid scrutiny into all workable measures for filling foundamental requirement of transportation, i.e., assurance of safe, low-pollution and high-quality services in all areas of transportation.
   This report was prepared for specific purpose of presenting an analysis of transport services in 1977 as well as a clear elucidation of the problems mentioned above which are entailed in the present-day Japanese transport administration, together with the future course of development to be pursued for their successful solution.
   It is our earnest hope that the report wilt be found useful by overseas readers in obtaining a better understanding of transportation activities in Japan.
