In this way, the JNR reform has progressed virtually without a hitch as
is obvious from the favorable earning position of the JR companies. Viewed in
this context, it is believed that the JNR reform is smoothly progressing. However,
in order to totally complete the JNR reform, there is a need to continue to
tackle various problems such as the settlement of long-term JNR debts, the realization
of full privatization of the JR companies, and the modernization and speed-up
of railways to ensure the sound management of railway businesses.
